This article is about the 19th-century diplomatic term. For the jazz album, see European Concert. A first phase of the Concert of Europe, known as the Congress System or the Vienna System after the Congress of Vienna (1814-15), was dominated by five Great Powers of Europe: Prussia, Russia, Britain, France and Austria. The more conservative members of the Concert of Europe, who were also members of the Holy Alliance, used this system to oppose revolutionary movements, weaken the forces of nationalism, and uphold the balance of power. The Concert of Europe had no written rules or permanent institutions, but at times of crisis any of the member countries could propose a conference. Meetings of the Great Powers during this period included Aix-la-Chapelle (1818), Carlsbad (1819), Troppau (1820), Laibach (1821), and Verona (1822).
