Led by Kevin Rowland, the group formed in 1978 in Birmingham, England, and formed a strong live reputation before recording their first material. Recorded during April 1980, the album combines the aggressiveness of punk rock with soul music, particularly influenced by the Northern soul movement.

The album was released in mid 1988 on MCA in the United States and the United Kingdom, four years after Frey's successful album, The Allnighter and eight years after the demise of the Eagles. The album features eight original songs co-written by Frey with Jack Tempchin and the song "Two Hearts" contributed by Frey's friend, Hawk Wolinski.

In 1986 State of Play released an LP on Virgin Records - a non-hit album that spawned two non-hit singles: "Natural Colour" and "Rock-a-bye Baby". A year and £100,000 in debt later, the band split up. Garcia married Julie Fletcher and moved to Spain. In December of 1989, Garcia returned from Spain and found that Halliday was trying to contact him. Amid the bliss of their reunion, they conceived Curve. They agreed that State of Play's main problems were an "open" budget, an excessive tendency to waste time, and too many outside influences.
